You can reach the base of the rock at low tide, but only worshippers can go inside the temple itself. The best sunset views are from the cliffs nearby.

Is Jatiluwih different from Tegallalang?

Yes. Jatiluwih is a much larger, wider landscape of terraces and is usually far less crowded, so it is better for a slow walk.
